The Minister in China (Johnson) to the Secretary of State

317. Department’s 181, June 21, 6 p.m. I appreciate this evidence of the President’s continued confidence. The information contained in the Department’s telegram was conveyed orally to the Foreign Office by Lockhart17 on the 25th and Lockhart was informed that President Lin Sen18 who is ill has gone to Kuling for the summer and will not return to Nanking until September. Before he left he fixed September 14 as the date on which Doctor Trautmann, the newly appointed German Ambassador, would present his letter of credence, the presentation to take place at Nanking. The Foreign Office stated that it would be necessary to fix a date subsequent to September 14th for me to present my letters of credence at Nanking. I am instructing Nanking to hold letter of credence until appointed time.19
