The Secretary of State to the Minister in China (Johnson)

181. Your nomination was confirmed by Senate June 14th and President has appointed you June 18th to be Ambassador Extraordinary and Plenipotentiary of the United States to China. Letter of credence being mailed to you care of Consulate General Nanking on steamer President Grant from Seattle June 22nd. Your status as Minister will continue until day you present credentials Nanking. On that day you will take oath as Ambassador. Salary at $17,500 per annum begins when letter of credence presented. Deficiency appropriation is being requested and it is expected this will be approved by time you [Page 523] are ready to present credentials. If deficiency appropriation delayed for any reason, further instructions will be issued in due time. Your traveling expenses and usual per diem on trip to Nanking should be charged to item for travel in your district as already established in Legation’s regular contingent expense allotment for coming fiscal year.
