The Counselor of Embassy in China (Peck) to the Secretary of State

125. The Embassy has been confidentially informed by an American connected with the Chinese Government that the latter talked with Li Tsung-jen in Shanghai November 30, that Li had come secretly intending to proceed to Nanking but had been warned not to do so by his Shanghai agent who feared he might be detained and that he and Pai Chung-hsi were determined that Chiang must either fight the Japanese or retire from the Government. Canton is being asked to investigate discreetly and report.
