The Ambassador in Japan (Grew) to the Secretary of State

The Soviet Ambassador8 told me last night that the press reports of an early settlement of the sale of the Chinese Eastern Railway are unfounded and have been announced from Japanese sources merely to strengthen Hirota’s9 position in the forthcoming sessions of the Diet. Some slight advance has been made in the negotiations but the question of guarantees of payment is still unsettled.
