79. Following telegram has been received from the Consul General at Harbin: [Page 370]
“43. October 21, 6 p.m. The Soviet Consul General informed me today that according to an accurate press despatch received by him from Moscow, Kanki of the ‘Manchukuo’ delegation at Manchuli has informed the Outer Mongolian delegation that if the refusal to accept a ‘Manchukuo’ diplomatic representative at Urga remains unaltered, an expedition will be despatched to establish one by force.”
