74. Following from Canton:
“October 16, noon. I am confidentially informed that there is strong possibility of a separatist move by Southwest in November unless Chiang Kai-shek unexpectedly again postpones Fifth Congress or compromises acceptably. Such a move also forecast in pronouncement to the press by Hsiao Fu-chen, who returned from Siam only 2 days ago, announcing separate Congress in Canton. Chen Chi-tang at present apparently adamant in his attitude towards both Nanking and Japan.[”]
