199. My June 28, 10 a.m. and Canton’s despatch June 5. Administrative Vice Minister of the Navy tells me confidentially that Japanese fishermen and seaweed hunters frequently and without right visit Pratas Reef (Tungshatao) in motor launches but have not attempted to remain thereon and that, contrary to press and other reports, no Japanese naval vessel has been there for a very long time.
