Legation’s 244, June 6, 1 p.m. Dairen Consul now reports receipt of written refusal of the “Manchukuo” Customs to permit free entry of the supplies in question for the reason that free entry is granted only to the supplies of those countries which recognized the State of “Manchukuo.” The Legation is still of the opinion that Ballantine should be authorized to pay the duty without protest.
