210. Following telegram has been received from the Consul General at Mukden:
“May 22, 3 p.m. Premier Cheng53 yesterday suddenly resigned his office and a new cabinet was installed headed by Chang Ching-hui54 and including several new appointees in replacement of former members. Political significance if any is not yet apparent. A full mail report is in preparation.”
