The Under Secretary of State (Phillips) to the Siamese Minister (Prince Damras)

My Dear Mr. Minister: I acknowledge the receipt of your confidential letter of May 18, 1935, to Mr. Hornbeck, in which reference is made to certain recent press despatches in regard to the foreign relations of Siam, and in which assurance is conveyed that it is the policy of His Majesty’s Government to strengthen the bonds of friendship with all the treaty Powers alike, and not with any single one in particular.

In noting with appreciation this affirmation of the policy of His Majesty’s Government, I take pleasure in assuring you that the principle to which reference is made is likewise a cardinal feature of the foreign policy of the United States.
