Referring to the Siamese Legation’s memorandum of February 25 concerning the proposed revision of article 3 of the treaty between the United States and Siam signed at Washington, D. C., on December 16, 1920,
[Page 1106]In view of the fact that eighteen months have gone by since the possible revision of three articles of this treaty was proposed to the Department, and of the fact that eight months have gone by since the Department signified its willingness to meet the Siamese Government’s wishes that one article only of the three, namely article 3, be at this time revised, and of the fact that, so the Department understands, the Siamese Government expects to ask for a comprehensive revision in the year 1936 of a number of its treaties, the American Government feels moved at this time to suggest that the question of revision of article 3 only of the treaty be left in abeyance for the time being.
