The Siamese Legation to the Department of State

Memorandum

Referring to the Department of State’s memorandum dated June 21, 19342 concerning the revision of Article III of the Treaty between the United States and Siam signed at Washington, D. C., on the 16th December 1920,3 Prince Damras, the Siamese Minister, has now received instructions from Phya Phahol, State Councillor in charge of the Ministry of Foreign Affairs, to inform the Honorable Cordell Hull, Secretary of State, that (1) the draft of the new Article III as set forth in the aforesaid memorandum is acceptable to His Majesty’s Government; (2) the Department of State’s proposal that the agreement revising this Article III should be in the form of a supplementary treaty is quite agreeable; and (3) Prince Damras is invested with full powers to conduct negotiations and to sign the proposed supplementary treaty with the Representative of the Government of the United States of America.

The Siamese Minister will be very grateful to be informed when it will be convenient for the Secretary of State to grant him an audience with a view to ascertaining the pleasure of the United States Government as to the procedure and date of signing the said supplementary treaty.
