23. Embassy’s 21, October 2, 3 p.m. Following from American Consul at Chefoo:
“October 2, 8 a.m. From October 1, 8 p.m. no bus due to the rain. Am going by automobile at noon if roads dry, otherwise tomorrow. Following has just arrived from the Japanese Consulate: [Page 1095]
[‘] I have the honor to refer to the case of difficulties between Japanese and Americans which occurred early last month and to inform you the case will be easily settled if your Embassy will authorize you to recognize the participation of American Navy enlisted personnel and to express either orally or in writing your regret for this occurrence.[’]”
