21. Department’s 6, September 30, 6 p.m.90 I instructed Ballantine and Paxton by telegraph October 1, 4 p.m. to proceed immediately to Peiping for consultation. Paxton is leaving Chefoo today. Following telegram received last night from Paxton:
“October 1, 8 p.m. Your October 1, 4 p.m. Japanese Consul now requests only recognition of United States Navy participation and expression of regrets by American Consul. I am satisfied that Navy was involved. Unless otherwise instructed am proceeding to Peiping October 2, 6 a.m.[”]
