45. Since instruction No. 3004 of May 29 last was sent, the Department has received several additional protests from naturalized Americans of Swiss origin residing in this country who have been called upon to pay Swiss military service taxes. In discussing this matter with the Swiss authorities, endeavor to ascertain definitely what objections are found to the proposals for a nationality convention submitted with instruction No. 1521 of August 11, 1931. It is deemed most desirable to reach a satisfactory agreement on this subject.
