43. Department’s 66, October 23, 2 p.m. Culbertson and Hawks saw Stucki last evening. He stated that Swiss watch manufacturers recently told him that if the present American proposals on watches are not bettered they would prefer that no agreement be signed since tariff on adjusted movements makes their position worse instead of better. Stucki telegraphed Nef on the 23rd to investigate and report. I am seeing Stucki Monday and would appreciate Department’s comment on the above prior to that time.
