The Secretary of State to the Swedish Minister (Boström)

My Dear Mr. Minister: In the course of the negotiations leading up to the conclusion of the Trade Agreement between the Kingdom of Sweden and the United States of America, which is being signed today, you proposed that there be included in the agreement a section regarding the treatment of shipping.

It was pointed out to you during the negotiations that the Government of the United States of America considers that this subject should more properly be dealt with in a separate treaty.

The Government of the United States of America, being desirous of confirming the principle of equality of treatment of shipping which has been faithfully observed by the Kingdom of Sweden and the United States of America, is prepared at any time convenient to the Government of the Kingdom of Sweden to enter into negotiations looking to the conclusion of such a treaty.5
