The decision of the Spanish Foreign Exchange Control Board that certificates to importers stating the exact amount of foreign currency which they will receive in settlement of peseta deposits covering applications for exchange to pay for imports will be issued only in the case of imports from England, France, Holland and Switzerland, is regarded as an extension of the discrimination against which you were directed to protest in the Department’s telegram above cited. You are requested, in your discretion, therefore, to take this matter up again with the appropriate authorities at the earliest opportunity, and urge-strongly that the same treatment be accorded to imports from the United States as to those from any other country.
