The Consul General at Wellington (Bucklin) to the Secretary of State

Sir: I have the honor to acknowledge receipt of Department’s cablegram dated October 11, 2 P.M., transmitted through the Naval Radio Station at Tutuila, which cablegram was delivered here on Sunday, October 13th at 11.45 A.M. After considerable time-consuming labor due to there being thirteen garbled cipher groups, the cablegram has been deciphered into what is believed to be Department’s intended message, and in accordance with its instructions, communication has been made today to the Right Honorable J. G. Coates, Minister of Finance and Customs, a copy of which communication is enclosed herewith.15

Judging from unofficial conversations had with Minister Coates on various social occasions, it is believed that he maintains the desire to increase the trade relations with the United States in-so-far as consistent with the policy of British trade preference and with the Ottawa agreements,16 and it is felt that Department’s frank and friendly exposition of our Government’s viewpoint will materially help the further growth of trade relations.
