19. Your despatch No. 712 last two paragraphs.11 From the time of the Department’s telegram No. 14 of February 19, 1935, until now we have been unable to begin negotiations for a trade agreement with Spain as Calderón had received no instructions from Madrid. He notified us yesterday, however, of the receipt of his instructions and stated that he was now prepared to go forward with the negotiations. Copies of the lists of desiderata which have already been exchanged are being forwarded to you and a list of our proposed concessions to Spain will be sent you when they have received the President’s approval. You will also be informed from time to time of the progress of the negotiations.
