My telegram No. 11, January 30,3 p.m. Informed confidentially competent official that quota passenger automobiles not trucks basis 1934 imports by countries probable very soon as concession to French demand. However, American assembly plants Barcelona would operate independently of quota. Customs returns system enjoyed by [Page 698] France and United Kingdom would be abolished. Imports duty to remain as is for all countries! If this really goes through total 1934 imports of 13,641 units would be automatically distributed by countries. 1934 imports by countries were as follows: United States 472 units, Canada 2,789, France 3,815, United Kingdom 2,525, Germany 2,507, Italy 1,517, other countries 18.
