6. Referring to my telegram 4, March 25, 4 p.m., following interview yesterday with Minister of Commerce written reply has been received today10 from the Acting Minister for Foreign Affairs11 to my note of March 14, stating in substance: [Page 675]
- 1.
- Suspension was simple declaration of principle applied also to other similarly situated countries, and practice has permitted imports substantially equal to those of year ago;
- 2.
- Object of suspension was balancing of imports and capacity to pay, thus preventing augmentation arrears;
- 3.
- Importation of American merchandise in customs or in transit will be authorized without restriction;
- 4.
- Importation of oil industry and other American specialties will be authorized separately;
- 5.
- Importation of other normally imported American merchandise to be [limited,] on basis to be established, to equivalent exports to the United States;
- 6.
- Latter measure shall determine modalities of exchanges of merchandise and be in form of rider to existing exchange of notes.
