18. When I called upon Minister for Foreign Affairs March 8, in compliance with the telegraphic instruction No. 10, February 27, he stated that he was not familiar with the matter but that he would cause a preliminary reply to my representations to be sent me on March 11. Foreign Office today reports that Ministry of Commerce has found it impossible to prepare a satisfactory preliminary reply and that it therefore is working on a comprehensive reply which will be sent to Embassy at earliest possible date.
