Your 7, January 19, 4 p.m. On the basis of the information now before the Department on this subject, it sees no reason to modify the view expressed in its 59 of November 1, 193231 that no substantial American interest appears to be involved. Under the circumstances intervention by the Legation is not considered warranted.

For your confidential information the Department considers untenable the contention that Ulen and Company can be held responsible under Article 44 of the contract for compulsory delivery of waterworks funds to Greek Government.
