60. The Department may consider conveying informally to the new Greek Minister before his presentation the fact that I have spoken to the Hellenic Foreign Minister of the unfortunate impression which the executions would create in the United States and that their accomplishment would cast a shadow on the usually friendly reception of a new Greek Envoy and cause personal reversions [aversions?] to the President and to him.
