The Secretary of State to the German Ambassador (Luther)

Excellency: I have noted with special interest the official announcement, communicated by Your Excellency’s note of September 16, 1935, of the new arrangement for purchase of Dawes and Young Loan coupons, which, as you have intimated, is designed to remove some of the financial disadvantages and technical difficulties with which American holders seeking to receive interest payment on the bonds have until now been confronted and as a contribution toward the settlement of problems pending between the two Governments.

Accept [etc.]

For the Secretary of State:
William Phillips
