83. Department’s instruction No. 31, April 17, 7 p.m. Foreign Office promised reply in a few days to verbatim aide-mémoire presented today. In interview it was stated that juridically speaking there was no justification of apparent discrimination but that special and clearing arrangements between Germany and other countries insuring full payment resulted from action of those countries and is not controllable by Germany, and that while regretting the situation Germany cannot pay otherwise.
