The Chief of the Division of Western European Affairs (Dunn) to the American Representative on the Committee for Refugees From Germany (Chamberlain)

My Dear Dr. Chamberlain: I desire to thank you for your letter of November 26, 1935, with reference to the studies being made by experts of the League of Nations concerning a possible new organization to deal with refugee problems.

Since the form and scope of the proposed organization are as yet quite indefinite, I do not feel that the available facts are sufficient to enable us to take a definite position on the question of our possible relations with it.

In the circumstances I should be inclined to suggest that when the discussions have reached a more advanced stage you raise the question again.
