17. Austria’s reaction to German universal military service was one of silent but cordial approval. Austria feels that it too is on the road to military parity by slow stages but with knowledge and consent of former allies whereas Germany secured it secretly and by flagrant violation of treaties. Press here now urgently recommending universal service for Austria which idea finds approval in high official places. Competent Austrian opinion, however, does not envisage war as the outcome of Germany’s declaration and hopefully relies on British statesmanship to calm the situation.
