It is difficult for us to understand the continued delay of the French Senate in taking up the double taxation treaty in view of the numerous promises that have been made to you by the highest French authorities that the Government would obtain ratification at an early date. It is now over two and one-half months since the treaty was approved by the Chamber. The failure of France to ratify the treaty has a direct and unfortunate bearing on nearly all subjects of Franco-American relations that come before us.
