The Finnish Minister ( Järnefelt ) to the Secretary of State
Excellency: Referring to Your Excellency’s note of April 12, regarding the claims growing out of the detention by the United States of thirteen Finnish sailing vessels, I have the honor, having been authorized by my Government, to inform you that the statements, arguments and conclusions set forth in the memorandum handed to the Legal Adviser of the Department of State, Mr. Hackworth, on January 30, and in the reply of the claimants to the answer of the United [Page 209] States of March 4, handed to the Legal Adviser of the Department of State on April 4, are to be regarded as reflecting the views and position of the Finnish Government.
