The Secretary of State to the Finnish Minister (Järnefelt)
Sir: On January 30, 1935, Dr. Sigurd von Numers, Secretary of your Legation, and Mr. John G. Poore, handed to the Legal Adviser of the Department what was described in your note of February 1, 1935, as a complete record regarding the claim for the detention of thirteen Finnish sailing vessels.
On March 4, 1935, the Answer of the United States to the claim was handed, in triplicate, to Dr. von Numers. On the fourth of this month, you delivered to the Legal Adviser the Reply of the claimants to the Answer of the United States.12
Please inform me whether the statements, arguments and conclusions set forth in the Reply are to be regarded in their entirety as reflecting the views and positions of the Finnish Government.
