The Ambassador in the United Kingdom ( Bingham ) to the Secretary of State

304. The Sunday Times carries a story without date or place of origin to the effect that details of the German program of naval construction have been communicated by the Germans themselves direct to France and the other signatories to the Washington and London naval treaties. It would be helpful in my conversation tomorrow with Sir Samuel Hoare30 if I could know authoritatively whether the United States Government has received this information from Germany.
