The Secretary of State to the Chargé in Ethiopia (Engert)

Your 211, December 7, 3 p.m. Has the mission hospital at Dessie been incorporated into the Ethiopian Red Cross or into the sanitary formations of the Ethiopian Army, or is it functioning merely as an independent American institution? In the latter case it presumably had no right to the use of the Red Cross emblem under the Red Cross Convention signed at Geneva on July 27, 1929.

According to the Department’s records American missionaries now maintain the following hospitals or clinics in Ethiopia: three at Addis Ababa and one at each of the following places: Gore, Sayo, [Page 900] Soddu, Dessie and Debra Tabor. Please confirm this information and indicate which, if any, of these institutions have become affiliated with Ethiopian Red Cross or Ethiopian Army sanitary formations and which continue to function as purely American units.
