In view of fantastic rumors which I understand some of the numerous foreign correspondents are broadcasting for lack of something better to do I desire to assure the Department that the city is perfectly calm, that no immediate evacuation has been ordered either of natives or foreigners and that any foreigner departing can obtain sufficient foreign exchange to take him home. Many merchants are changing paper money into silver which caused mild run on the bank.
