The Secretary of State to the Chargé in Ethiopia (Engert)

41. Your 70, August 6, 9 a.m. The Department has not modified the position taken in its 29, July 2, 5 p.m., that American nationals should be urged to leave Ethiopia immediately and wishes the Legation to continue to give effect to the Department’s instructions in that sense.

In respect of those American nationals who may disregard the Department’s advice in this matter and who as a result may later encounter difficulties, the Department would of course expect you to render such assistance as may be possible under the circumstances. In such a situation the Department would approve your participation in the plan worked out by the British Minister in cooperation with the Ethiopian authorities for the protection of British nationals.
