With regard to the suggestion contained in the Foreign Office note under reference, in pursuit of its uniform policy from the beginning of the Italo-Ethiopian Controversy of pursuing its own separate and independent course with respect to all phases of the matter—the American Government must reserve its most-favored-nation rights and its position with regard to any injury to American trade arising out of this or any similar arrangement which the British Government may enter into even though they be only of brief duration.
