144. Your 638, December 4, 2 p.m. Do not make an appointment with Vasconcellos concerning this matter. As soon as any opportunity presents itself, however, you should, after talking with the Minister make clear to Vasconcellos the substance of the Department’s 141 and previous telegrams concerning our policy. Similar clarification should be made in your discretion to other officials whenever opportunity and occasion offers.
It is almost incomprehensible that any misunderstanding should still exist in any quarter in Geneva concerning our position, which has repeatedly been stated in definite and unambiguous terms.
Please keep the Minister informed of any conversations you may have along these lines.
