Department’s 141, December 3, 9 a.m. [December 2, 8 p.m.] and 135, November 21, 2 p.m.;79 Consulate’s No. 625, November 29, 2 p.m.; and despatch 1473 (political) October 30.80 I have knowledge that Vasconcellos derives what he believes to be American policy from unofficial sources which are in certain aspects definitely misleading. I thus feel that it might be useful to seek an occasion to call to his attention Washington’s position as expressed in recent official statements in a manner similar to that in the case of Avenol.
