61. Italian Minister, protesting Emperor’s latest speech, declined to attend official reception or dinner Emperor’s birthday today. Rupture of diplomatic relations may result. I was most graciously received at impressive ceremonies this morning at Palace and returning therefrom loudly acclaimed all along route by cries of Live America.
