53. Your 88, September 4, 8 p.m. You are authorized, in communicating the Company’s decision to the Emperor, to include in appropriate language the substance of paragraph 2 of your 88, September 4, 8 p.m., but modified to read “helpful in the cause of peace” instead of “helpful to Ethiopia.”

You should also bring to his attention the substance of my statement quoted in the Department’s No. 51, September 3, 5 p.m.,98 and give particular emphasis to the second paragraph of that statement referring to “the central point in the policy of this Government.”

I am confident that you will be able to convince the Emperor that my intervention in the matter of the oil concession was motivated solely by a desire to preserve the peace, to remove impediments to peace, and strengthen the hands of those Powers, including the United States, which are making strenuous and sincere efforts to that end.
