The Chargé in the United Kingdom (Atherton) to the Secretary of State

424. I conveyed the information contained in the Department’s 240, September 3, 4 p.m. and 241, September 3, 6 p.m., to the Acting Under Secretary yesterday morning who was grateful for the confirmation of the reports the Foreign Office had received. He further expressed appreciation for your prompt and sufficient action which he intimated had made their path much easier.

Subsequently he wrote me a note which I received this morning asking that Sir Samuel Hoare’s thanks be added to his. Foreign Secretary is for the moment confined to his house.

I venture to point out that at no time in my discussions at the Foreign Office has any reference been made to the so-called American oil concession.
