The Consul at Geneva (Gilbert) to the Secretary of State

275. Secretary General has circulated a note from the Abyssinian Government under date of August 12th laying an “appeal” before the members of the Council in which it inquires whether the Council will remain unmoved in the face of the situation whereby the Italian Government continues sending troops to Africa with the avowed intention of attacking Abyssinia while the Abyssinian Government find it impossible to obtain means of defense outside its own frontiers being met with embargoes on arms wherever it turns.
