48. Italo-Abyssinian Commission of Arbitration adjourned noon today. Abyssinian agent insisted that jurisdiction of Commission permitted discussion of the question of Abyssinian-Somaliland frontier line in connection with Walwal incident, Italian Arbitrators insisted that procedure was incorrect and question beyond jurisdiction of Commission. In this connection the Italian delegates refused to agree to the appointment of a fifth arbitrator. The point has been referred to the two Governments and the Secretary General of the League of Nations has been informed. Professor Potter hopes that another meeting may be held either here or in Italy on July 20th.
