548. Department’s 209, June 6, 5 p.m. Afghans still unwilling to accept phraseology of article 4 in accordance with the Department’s original draft, being embarrassed by the use of the words “most favored nation” treatment.
In order to get around this difficulty might I be authorized10 to propose the substitution of the text of present article 4 by the article on the most favored nation clause contained on page 12 of the general provisions for inclusion in trade agreements forwarded with Department’s circular instruction diplomatic serial number 2572 of June 6, 1935.11
