Your No. 464, June 4, 11 a.m. The Department’s policy is to conclude commercial agreements providing that most-favored-nation treatment shall be extended unconditionally, without compensation and without request. It does not appear that the Afghan Government differs in principle from this proposal. The Afghan counterproposal is ambiguous and consequently the Department much prefers its own draft of Article IV.
