Washington, November 12, 1935—4 p.m.

16. No reply received to instruction No. 300, July 5, 1935. Telegraph action taken. Endeavor expedite reply and inform Norwegian Government also that Norwegian steamer Trajan unloaded nearly 15,000 cases alcohol on high seas into four or five smuggling vessels in August, and that Norwegian steamer Reidun is at present unloading nearly 20,000 cases alcohol on high seas into smuggling vessels. Several United States Coast Guard vessels are standing by, observing procedure.

Suggest action of Norwegian vessels appears to be contrary to Norwegian law regarding participation in smuggling directed against foreign country.
