The Acting Secretary of State to the American Delegate (Wilson)

475. Your No. 994, February 27, 5 p.m. We have no objection to the British proposal in regard to governmental credits for exports. Our hesitation was due to doubt as to the effect which our concurrence therein might have upon the attitude of other delegations—particularly the French—toward the Convention. You are authorized to follow your own best judgment in the matter.
