381. Embassy at Tokyo in telegram No. 231, December 6, 9 a.m.,96 reports “newspapers yesterday and today have carried stories to the effect that the Japanese delegates to the London Conference would make proposals in regard to the Four Power Treaty97 and in regard to fortifications in the Pacific. I took occasion to inquire at the Foreign Office and was informed that there is no basis for these reports and that the Japanese delegates are not authorized to introduce political subjects at London.”
