Refer to last paragraph my despatch No. 274 of May 10.2 Protesting countries have received identic notes denying that flag discrimination is covered by most-favored-nation clause in its generic form, suggesting that such an interpretation might compel Portugal to denounce her treaties and inviting individual bargaining on the question.
